APPLICANT REQUESTS THAT: 

 

Her records, to include an Officer Selection Brief reflecting the 
Air Force Commendation Medal (AFCM) awarded for the period 
13 September 2008 to 1 July 2011 and the Certificate and Citation 
to accompany award of the AFCM, be considered for promotion to 
the grade of captain by a Special Selection Board (SSB) for the 
Calendar Year 2011C (CY2011C) (11 Jul 11) Captain Central 
Selection Board (CSB).

APPLICANT CONTENDS THAT: 

 

The AFCM was intended to be awarded to her before her permanent 
change of station (PCS). She did not receive the decoration due 
to a poor tracking process. 

 

In support of her request, the applicant submits a letter of 
support from the wing commander stating he accepts full 
responsibility for awarding the AFCM so late, she also submits 
copies of her AFCM and OSB.

STATEMENT OF FACTS: 

 

Information extracted from the Military Personnel Data System 
(MilPDS) indicates the applicant is currently serving on active 
duty in the grade of captain.

AIR FORCE EVALUATION: 

 

AFPC/DPSOO recommends denial of the applicant’s request for an 
SSB. 

 

DPSOO determined the AFCM was processed within the guidelines of 
AFI 36-2808, The Air Force Awards and Decorations Programs, which 
states that decoration recommendations are entered “into official 
channels within 2 yeas and awarded within 3 years of the act, 


achievement, or service performed.” The decoration award 
authority announces its final decision once the special order 
number is assigned to the citation. The applicant’s AFCM was 
awarded on 2 Dec 11, more than four months after the CY11C 
convened; therefore, the citation could not have been filed in 
her officer selection record (OSR), reflected in any official 
personnel data systems or appeared on her OSB when the board 
convened on 11 Jul 11.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the applicant 
on 30 May 12, for review and comment within 30 days. As of this 
date, this office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was timely filed. 

 

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice warranting 
relief. We note the office of primary responsibility (OPR) 
recommends denial stating the AFCM was processed within the 
guidelines of AFI 36-2803. However, the applicant provided a 
letter of support from her former Wing Commander stating it was 
his intention to award the decoration to the applicant prior to 
her departure in July 2011. Moreover, he states that he accepts 
full responsibility for not awarding it in time to meet the CSB. 
In view of this statement, it is our opinion the evidence 
presented is sufficient to recommend her records be corrected to 
show that the AFCM was accepted for file prior to the convening 
of the board and that she receive SSB consideration. Therefore, 
in the interest of justice, we recommend her records be corrected 
as indicated below.

THE BOARD RECOMMENDS THAT: 

 

The pertinent military records of the Department of the Air Force 
relating to APPLICANT, be corrected to show that: 

 

 a. The citation for award of the Air Force Commendation 
Medal, awarded for the period of 13 September 2008 to 1 July 
2011, "GIVEN UNDER MY HAND" date be changed to reflect 8 July 
2011, rather than 2 December 2011. 

 

 b. The Air Force Commendation Medal was accepted for file 
in her Officer Selection Record on 9 July 2011. 

 

It is further recommended that the corrected record, to include 
the above corrections, be considered for promotion to the grade 
of captain by a Special Selection Board (SSB) for the CY011C 
Captain Central Selection Board.
